SLAVIC CULTURAL FOND is an international fond where the members of the Slavic Union, groups of people, organizations and anyone interested can make donations to support the cultural movements and other activities of the SLAVIC UNION.                                                    PREFACE

 

The terms SLAVIC UNION, SLAVIC CULTURAL INITIATIVE, SLAVIALAND, SLAVIC WORLD DIASPORA, SLAVIC KNIGHT and SLAVIC APOSTLE have been taken in use by the Founder of the SLAVIC UNION.

 

SLAVIC CULTURAL INITIATIVE cannot be explained in one word, it has many different uses, some of which will be defined in the future. SLAVIC CULTURAL INITIATIVE is a GESTURE OF GOODWILL, the right way to express the SLAVIC SPIRIT and the best way to open the WIDE SLAVIC SOUL. The Slavic Cultural Initiative should not be understood as a revival of “Austro-Slavism” or “Pan-Slavism”.

 

 

The terms SLAVIA or SLAVIALAND are used for the geographic distribution of the Slavic languages. This new word SLAVIALAND should be accepted as a synonym for LOVE PEACE AND FREEDOM by UNITED IN DIVERSITY, which is the motto of the SLAVIC UNION. 

 

 

SLAVIC KNIGHT is a title for different kinds of merit in the SLAVIC CULTURAL INITIATIVE or in the SLAVIC UNION.

 

SLAVIC APOSTLE is a special title for special merit in the SLAVIC UNION.

 

WIDE SLAVIC SOUL – this will be the name of the order for nobility, for acknowledging the different kinds of merit in the SLAVIC CULTURAL INITIATIVE or in the SLAVIC UNION.

 

 

S T A T U T E

 

 

1.          The SLAVIC UNION was registered in Helsinki on the 19^th of December 2004, as association Slavic Union ry. The register number is 190662.

 

2.           The motto of the SLAVIC UNION is

               LOVE PEACE & FREEDOM by UNITED IN DIVERSITY

 

3.          According to the idea of the Founder, the SLAVIC UNION will not remain a local association, it will become something like a Slavic European Union in a cultural way. Before or later, most Slavic countries should become members of the European Union, or approach that standard, and exactly from that democratic institution the SLAVIC UNION should provide for the interests of all people who are near to the Slavic culture, mentality, identity etc. With time, the SLAVIC UNION should become a very international, open and large union and expect to get full recognition from the international democratic society.

 

4.          The goal of the SLAVIC UNION is the democratic consolidation of the peoples, groups and individuals who have Slavic languages as their mother tongue, as well as people near to the Slavic culture. One of the main ideas is to build cultural bridges between Slavic and other European and world cultures.

      . 

5.          Some of the priorities in the activities of the Slavic Union are: drawing more attention to the Slavic minorities and those Slavic languages or dialects that are not so widely distributed, consolidation of the  SLAVIC WORLD DIASPORA, making all the Slavic languages more known to the Slavs themselves and to other language groups in the world.

 

6.          Slavic identity or just SLAVENISM is a relatively unusual and abstract notion, and it is something that the SLAVIC UNION should bring to the attention of the Slavs, the other peoples in Europe and the whole world.

 

7.           The SLAVIC UNION is free, multicultural, multiethnic and open for everyone. Exceptions exist only with persons, groups and organizations near to fascist, terrorist or any kind of extremist ideas or activities.

9.            SLAVIC CULTURAL FOND is an international fond where the members of the Slavic Union, groups of people, organizations and anyone interested can make donations to support the cultural movements and other activities of the SLAVIC UNION. 10.            The main language of communication in the SLAVIC UNION is the English language being the most known language in international communications, at least before we learn to communicate between ourselves in our own Slavic languages.

 

 

 

11.            The Headquarters office of the SLAVIC UNION consists of the Head Chairman, the Vice Head Chairman, the Secretary/Treasurer and 2 members. The Head Chairman names the Vice Chairman and the Secretary of the Slavic Union Headquarters or presents these posts up for election at a meeting where the decision is made by majority vote. Committee meetings can be held when needed. The Founder of the Slavic Union is also the first Head Chairman of the Slavic Union. That post will be open for election in the future.

 

12.            The SLAVIC UNION hopes to open filial associations (branch associations) around the world.  The filial office consists of the Chairman, the Vice Chairman, the Secretary/Treasurer and 2 members. The rules of the filial associations will be the same as the rules of the Headquarters. The meetings can be held in the main language of the country where the filial association exists, but at the same time it is advisable to use English. It is very welcome if the minutes can always be written also in English. It is recommended that the officials in the filial associations of the SLAVIC UNION have basic knowledge about the Slavic culture, and that they speak English or the local languages.

 

13.            The Head Chairman names the chairmen of the filial associations, who are responsible to the Head Chairman of the SLAVIC UNION, or the filial members elect the chairmen by majority vote. The chairman of a filial association names his office members or they are elected at a meeting by majority vote. 

 

14.           Union meetings at the Headquarters and at the filial associations should be held at least one time per year. Present at meetings should be the Chairman or the Vice Chairman and the Secretary and at least 2 ordinary members. Matters are decided by majority vote at the meetings. When votes go even, the Head Chairman  / Chairman has the deciding vote. 

 

15.           In case the officials in the Slavic Union do not follow the principles of the Slavic Cultural Initiative or the Statute of the Slavic Union, they must immediately be removed from their office posts.

 

16.             The Head Chairman of the SLAVIC UNION should be a person who speaks fluently at least three Slavic languages and the English language. Furthermore, the Head Chairman must at least understand well and at least simply speak all the other Slavic languages and Slavic dialects, and he must have wide and deep knowledge about the culture and mentality of the Slavic peoples and SLAVIC WORLD DIASPORA.

 

17.            The main mission of the Head Chairman is to try to unite and consolidate people who speak Slavic languages and Slavic cultural organisations in one union, which should become exactly our SLAVIC UNION, respecting the democratic value of today. 

 

18.             The Vice Chairman of the SLAVIC UNION Headquarters should be a person who speaks fluently at least two Slavic languages, English or any other major language. The Vice Chairman must at least understand well and at least simply speak all the other Slavic languages and Slavic dialects, and he must have wide and deep knowledge about the culture and mentality of the Slavic peoples and the SLAVIC WORLD DIASPORA.

 

19.            The Secretary of the SLAVIC UNION Headquarter should be a person who speaks primarily English, which the secretary must speak, write and read fluently.

 

20.             The SLAVIC UNION will function in practice primarily through cultural communication, cultural programmes and activities, such as Slavic sports competitions, language teaching programmes and so on. The spectrum of the possibilities is vast and cannot be explained simply, as the SLAVIC CULTURAL INITIATIVE will start to live with time. Solidarity and Voluntary Work should become one of the symbols and characteristics in all Slavic Union activities in the beginning and in the future.

                                                    ПРЕАМБУЛА

 

Термины СЛАВЯНСКИЙ СОЮЗ, СЛАВЯНСКАЯ КУЛЬТУРНАЯ ИНИЦИАТИВА, СЛАВИЛEНД, МИРОВАЯ СЛАВЯНСКАЯ ДИАСПОРА, СЛАВЯНСКИЙ ВИТЯЗЬ и СЛАВЯНСКИЙ АПОСТОЛ введены в употребление основателем СЛАВЯНСКОГО СОЮЗА.

 

СЛАВЯНСКАЯ КУЛЬТУРНАЯ ИНИЦИАТИВА -это идея, сущность которой не может быть изложена в двух словах, это идеи и замыслы, которые претворятся в жизнь в будущем. СЛАВЯНСКАЯ КУЛЬТУРНАЯ ИНИЦИАТИВА – это ЖЕСТ ДОБРОЙ ВОЛИ, путь к истинному познанию ШИРОКОЙ СЛАВЯНСКОЙ ДУШИ и СЛАВЯНСКОГО ДУХА. Славянская Культурная Инициатива не является продолжением или обновлением «Aвстрославянизма» или «Панславянизма».

 

Под термином - СЛАВИЯ или СЛАВИЛЕНД,  подразумевается географическая распространённость славянских языков. Это новое слово СЛАВИЛЕНД,  (SLAVIALAND)  должно стать синонимом девиза нашего Союза: ЧЕРЕЗ ЕДИНСТВО в РАЗНООБРАЗИИ – К МИРУ, ЛЮБВИ И СВОБОДЕ.

 

СЛАВЯНСКИЙ ВИТЯЗЬ – звание, которое присваивается за определённые заслуги в СЛАВЯНСКОЙ КУЛЬТУРНОЙ ИНИЦИАТИВЕ или за заслуги перед СЛАВЯНСКИМ СОЮЗОМ.

 

СЛАВЯНСКИЙ  АПОСТОЛ – звание, которое присваивается за особые заслуги перед СЛАВЯНСКИМ СОЮЗОМ.

 

 

                                                    УСТАВ

 

 

1.  СЛАВЯНСКИЙ СОЮЗ зарегистрирован 19 декабря 2004 года в Хельсинки под названием SLAVIC UNION ry, регистрационный номер 190662.

 

2.   Девиз СЛАВЯНСКОГО СОЮЗА :

ЧЕРЕЗ ЕДИНСТВО в РАЗНООБРАЗИИ – К МИРУ, ЛЮБВИ И СВОБОДЕ.

 

3.  По замыслу основателя СЛАВЯНСКИЙ СОЮЗ не будет  локальным объединением, а в будущем преобразуется в своего рода Культурный Евросоюз Славян. Рано или поздно большинство славянских держав станут членами Европейского Союза или приблизятся к этим стандардам, и посредством этого демократического института СЛАВЯНСКИЙ СОЮЗ сможет представлять интересы всех, кому близки славянская культура, менталитет и т.п.  В дальнейшей перспективе СЛАВЯНСКИЙ СОЮЗ мыслится как широко свободный  и открытый международный Союз и предполагает получить полную поддержку мирового демократического общества.

 

4.  СЛАВЯНСКИЙ СОЮЗ видит своей целью демократическую консолидацию народов, групп и отдельных лиц, родным языком которых является один из славянских языков. Одна из основных идей СЛАВЯНСКОГО СОЮЗА – зто создание «глобального культурного моста» от культур славянских к культурам Европы и всего мира с целью сближения и полного понимания. 

 

5.  Приоритетные направления деятельности СЛАВЯНСКОГО СОЮЗА  - зто привлечение внимания к славянским меньшинствам, славянским языкам и диалектам, которые не имеют широкого распространения, консолидация МИРОВОЙ СЛАВЯНСКОЙ ДИАСПОРЫ, как и широкое знакомство и распространение славянских языков среди самих славян и других народов мира. 

 

6.  Славянский идентитет или СЛАВЯНИЗМ в настоящее время – является понятием довольно непривычным и даже абстрактным, и СЛАВЯНСКИЙ СОЮЗ ставит свой задачей сделать понятие славянства более приемлемым и повседневным, широкоизвестным как для славяноязычных, так и для народов, говорящих на других языках.

 

7. СЛАВЯНСКИЙ СОЮЗ является свободным, многокультурным и многонациональным, открытым для всех. Исключением являются только лица, группы лиц, или организации, исповедающие фашистскую идеологию, сторонники террора, радикальных и экстремистских взглядов и действий.

 

8.  Членство в СЛАВЯНСКОМ СОЮЗЕ свободное или добровольно платное, по личному желанию любого члена, для поддержания деятельности Союза. Членом СЛАВЯНСКОГО СОЮЗА можно стать, объявив об этом по электронной почте, позвонив по телефону, или послав письменное заявление.  

 

9.  СЛАВЯНСКИЙ КУЛЬТУРНЫЙ ФОНД – задуман как международный фонд, на банковский счет которого члены Союза или другие лица, группы лиц или организации могут по личному желанию внести добровольное пожертвование для поддержки культурной деятельности Союза и других видов его деятельности, таких как благотоворительность, гуманитарная помощь и т.д.

 

10. Главным языком международной деятельности СЛАВЯНСКОГО СОЮЗА является английский, как мировой язык наиболее распространенный в сфере международных связей. В дальнейшем, представляется возможным полное и понятное взаимное общение славяноязычных на славянских языках.

 

 

11.  Правление головной организации СЛАВЯНСКОГО СОЮЗА состоит из председателя правления (Head Chairman), заместителя (Vicе Head Chairman), секретаря/казначея (Secretary/Treasurer) и 2-х членов. Председатель назначаeт

заместителя и секретаря головной организации СЛАВЯНСКОГО СОЮЗА или должности распределяются голосованием. Правление собирается на свои заседания по мере надобности. Основатель СЛАВЯНСКОГО СОЮЗА исполняет функции и первого председателя. Этот пост будет открыт для голосования в будущем.  

 

12.  СЛАВЯНСКИЙ СОЮЗ предполагает открывать филиалы в любой стране мира. Правление филиалов СЛАВЯНСКОГО СОЮЗА  состоит из председателя правления (Chairman), заместителя (Vicе Chairman), секретаря/казначея (Secretary/Treasurer) и 2-х членов. Уставы филиалов основываются на Уставе головной организации. Собрания проводятся на основном языке страны, где находятся филиалы, или на английском. Протокол собрания рекомендуется писать на английском языке, однако эта рекомендация не является обязательной. Желательно знание ответственными лицами филиалов СЛАВЯНСКОГО СОЮЗА общеславянской культуры, хорошее владение английским языком и достаточное знание местных языков.

 

13.  Сообразуясь с обстоятельствами, председатель головной организации СЛАВЯНСКОГО СОЮЗА назначает председателей филиалов, которые в своей деятельности подотчётны председателю головной организации, или члены филиалов выбирают руководителей голосованием. Председатели филиалов назначают своих заместителей и секретарей, или этот вопрос выносится на голосование, решения принимаются большинством голосов.

 

14.  Собрание членов головной организации Союза/филиалов созывается не реже одного раза в год. На собрании должны присутствовать председатель или заместитель председателя, секретарь/казначей и не менее двух членов. Вопросы решаются также большинством голосов; в случае неопределенности решающий голос принадлежит председателю головной организации/председателю филиала.

 

15.  В случае отступления от принципов СЛАВЯНСКОЙ КУЛЬТУРНОЙ ИНИЦИАТИВЫ или нарушения Устава СЛАВЯНСКОГО СОЮЗА, ответственные лица в филиалах или в головной организации должны быть автоматически отстранены от должностей.

 

 

 

16.  Председателем СЛАВЯНСКОГО СОЮЗА должно быть лицо, которое бегло говорит по крайней мере на трех славянских языках, а также на английском языке. Кроме того председатель головной организации СЛАВЯНСКОГО СОЮЗА должен уметь вести простые беседы на всех славянских языках и диалектах, обладать глубокими знаниями о культуре и нравах славянских народов и МИРОВОЙ СЛАВЯНСКОЙ ДИАСПОРЫ. 

 

17.  Основной миссией председателя СЛАВЯНСКОГО СОЮЗА является демократическая консолидация славяноязычных народов и организаций в единую культурную демократическую организацию, которой и станет наш СЛАВЯНСКИЙ СОЮЗ, как и строгое соблюдение мировых демократических ценностей.

 

18.  Заместитель председателя СЛАВЯНСКОГО СОЮЗА должно быть лицо, которое бегло говорит по крайней мере на двух славянских языках, на английском языке или других мировых языках. Заместитель председателя должен уметь вести простые беседы на всех славянских языках и диалектах, обладать глубокими знаниями о культуре и нравах славянских народов и МИРОВОЙ СЛАВЯНСКОЙ  ДИАСПОРЫ. 

 

19.  Секретарем головной организации СЛАВЯНСКОГО СОЮЗА может быть лицо, владеющее прежде всего английским языком, на котором секретарь должен уверенно говорить, писать и читать.

 

20. Деятельность СЛАВЯНСКОГО СОЮЗА на практике будет представлена культурным обменом, культурными связями и программами, разными видами деятельности, такими как  спортивные соревнования, языковые учебные программы и т. п.  Спектр возможности широк и не может быть выражен одной фразой, поскольку Славянская Культурная Инициатива должна зажить со временем. Солидарность и добровольная работа должны стать нашим символом и отличительной чертой культурной и программной деятельности СЛАВЯНСКОГО СОЮЗА.
